THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. DERBY CANYON ROAD REHABILITATION
The U.S. Forest Service, EROC-NW, Region 6 has a requirement for the reconditioning of existing Forest Service Road 7400 located on the Wenatchee River Ranger District, near Leavenworth, Washington. Work includes but is not limited to reconditioning of road bed including compaction (approximately 6.34 miles), purchasing, hauling and processing crushed rock, (approximately 4330 tons), and construction drainage dips (approximately 12). Optional items may also be included for unclassified borrow (approximately 20 cubic yards), drainage dips (approximately 5), additional grading and compaction of crushed rock (approximately 2153 tons) and road conditioning (approximately 3.32 miles). The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, equipment, materials and supplies required to complete the project on time and within schedule in compliance with drawings and specifications. The period of performance is 120 calendar days after receipt of notice to proceed.
A negotiated, firm-fixed price contract is contemplated requiring submission of both a technical and a price proposal. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude is between $100,000 and $250,000.
This acquisition is a 100% HubZone set-aside. Contractors are required to be certified by the Small Business Administration, registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about November 30, 2009. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
