This is a contract to provide contract labor to assist FEMA in writing up recovery grants. When disasters hit, FEMA simply does not have enough staff to handle all of the paperwork, field investigations and cost estimating that is involved. Its also a multi year contract and is only spent relative to the number of disasters that occur. The contract value is short money in comparision to the amount FEMA doles out in recovery funds Reply

after reading and looking for contingency. I could only find that contractors who bid on programs will be required to show proof of experiance in like projects. My concern is that contracting companies who win bid have a clear accountable person not agency to report to. Reply

Let's put this in perspective. DC $6.8 B for a population of 550,000 = $12,363.00 per person. Average for the US $126.4 Billon for a population of 300,000,000 = $421.00 per person. That's pathetic. Reply

This is a solicitation for PROJECT ESTIMATORS. They are willing to pay 2 BILLION dollars over 4 years for accurate pricing on a so far unspecified set of projects. This indicates that in the past they have spent at LEAST 500 million a year in overruns on these types of projects. At least they are asking for a great deal of substantiable paperwork to prove they can do this. That is alot of cheddar... Reply

The taps are open! The Job Impact #s are the propaganda in this whole thing. The White House #s are so high compared to the supposedly actual jobs. Stimulus for who? Sure the projects add $$ to the economy, but who will get the most? Obviously to sell this plan, the White House had to sell it with the inflated jobs. A joke! Just as numbers of the creation of new jobs with the administration's plan. A raise is considered +1, put someone on furlough, then call back in a week or two, +1. Reply

At that time, its job was to coordinate (oh, sound familiar?, as in Obama?) between the various state and local gvmnt agencies. Warnings and suggestions given to the LA govnr and N. O. mayor prior to the event were ignored, and flat a$$ed refused. There is plenty of blame to go around. Look at the fraud and waste now of good money gone down the big muck hole of New Orleans. Reply to Jon : Of the 7 billion, not all is actually taking place in DC. There are contracts for the YMCA in LA, Savannah River cleanup in SC, etc. - but probably just listed in this DC section because it's a contract started with a federal government branch in DC. You can find other "federal level" projects in PG county in Maryland, too - including one big one for a NASA program with work all over the country, but it's led by Goddard Flight Center in MD. This contract is initiated due to a lack of resourses of FEMA to address the profound amount of money that is written in grant funding for disaster stricken communities. The contract is awarded to a total of four firms whom supply Technical Specialists to evaluate disaster damage and write estimates for restoration activities. This is a T&M contract and every dollar is accounted for Reply
