Synopsis: Added: May 20, 2009 3:36 pm This is a Best Value Source Selection solicitation for the Design/Build Repair of Runways 5R/23L and 14R/32L, Naval Air Station Oceana, Virginia Beach. The contractor will provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation required to perform the work described in the specifications. Repairs include asphalt milling and resurfacing of the runway surface, reconstruction and spot repairs of Portland Cement Concrete (PCC) pavements, asphalt concrete crack sealing, joint repairs, replacement of arresting gear pavement protection systems, overlay of maintenance access roads, repair and replacement of runway lighting systems, and Improved Fresnel Lens Optical Landing System (IFLOLS).
The Bid Item 0001 (Base Bid) is to provide the runway repairs to Runways 5R/23L. The following six options are included: Bid Item 0002 (Option 1): Bituminous overlay of the access road to Arresting Gears #1 and #3; Bid Item 0003 (Option 2): Repairs to pavement section OA5R-1; Bid Item 0004 (Option 3): Reconstruction of PCC pavement section CTB-1B; Bid Item 0005 (Option 4): Provide the runway repairs to Runways 14R/32L; Bid Item 0006 (Option 5): Install concrete pads for IFLOLS equipment.
The following bid items will be funded by the American Recovery and Reinvestment Act ARRA: 0001, 0002, 0003, and 0004.
The estimated construction cost for this project, including the options, is between $25,000,000 and $100,000,000. The contract to budget amount for Bid Item 0001 (Base Bid), Bid Item 0002 (Option 1), Bid Item 0003 (Option 2), Bid Item 0004 (Option 3), is $27,000,000.00. The contract to budget amount for Bid Item 0005 (Option 4) and Bid Item 0006 (Option 5) is $11,000,000.00.
The Request for Proposal (RFP) will be issued on or about 10 June 2009. Tentative date/time for submission of proposals will be on or about 14 July 2009, 2:00 PM (EST). The solicitation will be listed as N40085-09-R-5075 in Navy Electronic Commerce Online. NECO, at: https://www.neco.navy.mil. Contractor's employees requiring access for periods from one day to one year shall submit to the security office the following: (a) An installation sponsor request forwarded to the security office; (b) A valid form of Federal or State government identification; (c) If driving a motor vehicle, a valid driver's license, vehicle registration, and proof of insurance; (d) Proof of employment on a valid Government contract (e.g., a letter from the prime contractor including contract number and term; (e) Proof of an employee background check conducted within the past year. The background check must establish the employee's citizenship or legal alien status. Acceptable documents include birth certificate, Immigration and Naturalization Service (INS) forms and passports. All information will be subject to Government verification. The Government may randomly screen contractor submissions through the FBI National Crime Information Center (NCIC0 Interstate Identification Index (III) ! system. All NCIC III checks must follow by the submission of fingerprint records to the FBI Automated Fingerprint Identification System (AFIS) data. NCIC checks and fingerprinting will be performed at Government expense. Access may be denied if it is determined that an employee: (a) is on the National Terrorist Watch List; (b) is illegally present in the United States; (c) is subject to an outstanding warrant; (de) has knowingly submitted an employment questionnaire with false or fraudulent information; (e) has been issued a debarment order and is currently banned from military installations.
